“The comment period for new Teacher Preparation Regulations is now underway.

The Secretary of Education released the 400 pages of regulations on December 3. The regulations are intended to improve the federal accountability requirements for teacher preparation programs, addressing the accountability system under Title II of the Higher Education Act of 1965, as amended (HEA).

Proposed regulations would develop and distribute more extensive data on teacher preparation program quality whereas previous provisions in Title II permitted states to set up their own systems for identifying “at risk” and “low-performing” programs. Among the most controversial provisions is the one to use student test scores, programs’ placement and retention rates, surveys of employers and program graduates – among other measures – to evaluate teacher preparation programs.

The regulations also propose to amend the language governing the Teacher Education Assistance for College and Higher Education (TEACH) Grant Program so as to condition TEACH Grants on teacher preparation program quality.
